I find the manga scene where she and Dazai talk the most telling part of her characterization. He calls her sister and tells her that Mori isn't like the old Boss and he'll help keep Kyouka safe, and so she lets it go. I think the point that she genuinely was trying to keep the Mafia from killing Kyouka and only relented when she knew Dazai wouldn't let that happen puts a different spin on the interaction than just selfishly trying to keep Kyouka with her. I do wonder if Mori hadn't decided to kill off the ADA, if maybe she wouldn't have gone to get Kyouka at all.
There's hints of her relationship with Chuuya, but that's so frustratingly off-screen most of it that most of it's extrapolated I think.
