I WONDER ABOUT THAT! I remember reading that Kouyou speaks in a way that courtesans would speak, though I'm not sure if that's actually true or if I'm misremembering since that seems to be the only thing linking her to that (aside from maybe how she dresses.) I'm actually not a fan of that idea because there's so much else I can see Kouyou doing in the Mafia -- like interrogation/torture/training new people like Chuuya and Kyouka/assassination. The manga itself doesn't really give any particular reason for it either, it's the same as in the anime. There's not any indication that the Mafia is involved directly in that sort of thing (or indirectly, but I would assume they would have a hand in it if Yokohama's criminal underworld involves brothels, at the very least watching over them just because they want to make sure things aren't happening that they don't know about)
